Maybe it's the episode length that throws the critics or something (I have no idea).

Nope -- it's nominated as a Comedy because the network can nominate it as one, and the Comedy category is less competitive than the Drama category, so they figured they had a better chance of winning things that way. And they've stuck with that. Plus last year, if it had been nominated as a Drama, it would have been up against one of the network's other shows, Shogun, which they likely knew would win everything it was up for, so again, maximize your prize potential and stick The Bear in comedy.

That stinks for actual comedy shows then.
Randomly, I have been eyeing watching Shogun while I have Hulu still.

Shogun is sheer perfection. One of the best shows ever done in recent years.
