Hmm...why would they be more likely to be able to figure out the genetic mutation before implanting the chip than after? (I mean, I'm assuming here they wouldn't start from the mutation--they'd start by observing actual brain activity and seeing what neurotransmitters were involved or something, and then looking at previous gene mapping work and realizing it was genetic.)
Obviously, though, on a meta level, the genetic stuff is there to explain why they picked someone who's "difficult" (reckless, insubordinate) for this very important role, and why they don't have dozens. The scientific details don't have to matter for storytelling unless the writers want them to.
I hope we eventually meet the guy who was paralyzed; I think that could be an interesting conversation.
